ICAO Doc 10106: The New Benchmark for Flight Dispatcher Competency
IFOA was the first training organization to deliver flight operations officer and flight dispatch training aligned with ICAO Doc 10106, the Manual on Flight Operations Officers/Flight Dispatchers Competency-based Training and Assessment.
This ICAO manual sets out a competency-based framework built on Knowledge, Skills and Attitude (KSA): knowledge is verified through examination, skills are built progressively through more complex scenarios, and attitude, the trainee’s judgment and mindset, is assessed throughout training. The programme runs in two phases: an initial theoretical phase, followed by practical, operator-specific training.
This standard is directly connected to a regulatory requirement already in force in Europe. Since October 2022, EASA’s Part ORO GEN 110(c) requires operators to ensure that flight dispatch personnel meet defined competency standards, not simply pass an initial qualification.
